Sounds like a ballast issue, as the light started up ok, but then cut out. I don't think that LPS has a dramatic failure mode at EOL (unlike CFL or incandescent, which either just go off or flicker and go off) so chances are the ballast ended up giving way, which resulted in the flickering and then staying out.

Either way, that thing needs coming down and replacing with an LED. Have you submitted a FixMyStreet report yet?
