In that case, it would been no good as either the lamp or ballast was on its way out.
But even so, LPS is no good at all.
If you have an old LPS fixture then the best thing to do is shove either one of these:

http://www.ebay.co.uk/itm/142216488739Into the LPS screw in base, remove all of the unnecessary stuff (such as capacitors and ballasts etc) and there you have, a CFL or LED equivalent to your LPS lamp.
Earlier tonight as the LPS lamps were warming up on a road I was walking down, one suddenly started flickering slightly then switched off completely then never turned again. Your diagnosis?
Sounds like a ballast issue, as the light started up ok, but then cut out. I don't think that LPS has a dramatic failure mode at EOL (unlike CFL or incandescent, which either just go off or flicker and go off) so chances are the ballast ended up giving way, which resulted in the flickering and then staying out.
Either way, that thing needs coming down and replacing with an LED. Have you submitted a FixMyStreet report yet?
